SPANISH CONSTITUTION TITLE I. THE FIRST CHAPTER. The Spanish and the foreigners
Article 11
1. The Spanish nationality is acquired, retained and lost in accordance with the provisions of the law .
2. No person of Spanish birth could be deprived of his/her nationality.
3. The State may negociate dual nationality treaties with Latin-American countries or with those which have had or have special links with Spain. In these countries Spaniards may be naturalized without losing their nationality of origin.
Article 12 The Spanish become legally adult at the age of eighteen.
Article 13 1. The foreigners in Spain shall enjoy the public freedoms guaranteed by the present Title under the terms laid down by treaties and the law.
2. Only the Spanish shall have the rights recognized in the article 23, except in cases which can be established by treaty or law concerning the right to vote and the right to be elected in municipal elections, and subject to the principle of reciprocity.
3. Extradition shall be granted only in compliance with a treaty or with the law, on reciprocal basis. No extradition can be granted for political crimes; but acts of terrorism shall not be regarded as such.
4. The law will establish the terms under which the citizens of other countries and stateless persons may enjoy the right to asylum in Spain.
